Summary:
City government is widely empowered (autonomous) in Japan as a model for reference in the phase of building and re-founding local authority organization. Deriving from community, based on democracy foundation to empower the leader, this authority model becomes popular in the world. This is also a desire and tendency shown in some proposals so that the city government has more real power and strength to meet development demand of the country.
